SDCAA 2004 Annual Meeting

President Steve Sutera called the 2004 Annual meeting of the South Dakota County Agricultural Agents Association to order at 7:40 pm. Maurice Lemke, Sergeant of Arms reported 43 SDCAA members present.
The secretaries and treasurers reports were handed out. John Keimig moved to dispense reading of the secretary’s report. Clint Clark 2nd.
Treasurer Kim McGraw went over the treasurer’s report. Jerry Mills moved to approve the treasurer’s report. Mike Huber 2nd.
NACAA MEETING:
President Steve Sutera reported on the NACAA meeting. Delegates for the meeting were Steve Sutera and Stacy Bickett. Stacy Bickett was the Achievement Award winner and Dale Curtis was the Distinguished Service Award winner for SD.
Steve reported that the issue of contributing to Galaxy was discussed. The moved to not support the Galaxy conference was reconsidered. It was decided that the NACAA was now going to support the Galaxy conference as beginning a partner in the planning process for the 2008 Galaxy. Steve also reported that North Carolina still put in a bid for the 2008 NACAA PIC/AM. NACAA members will be able to attend our national meeting or the Galaxy conference or both in 2008.
Member Chuck Langner brought up the issue that North Carolina having problems get members to attend the NACAA PIC/AM in 2008 because of the Galaxy conference. There was also a concerned about the registration for that meeting also going up.
At the National level there has been some discussion on redoing the districts. Some considerations were purposed at the National meeting. Currently the districts are uneven, with the south district having the highest number of NACAA members at 1436 and the east district having the lowest number at 654.
Steve S. reported that the bylaws have changed so you know longer can serve in a position and not be in extension or retired. You will have to be working in extension in order to hold a position.
COMMUNICATIONS COMMITTEE:
Steve S. reported that the Directors communication committee met with Dr. Warmann before the SDCAA meeting.
Dr. Warmann addressed the group.
STATE FLAG-SILENT AUCTION:
A silent auction will be held during this meeting for any members interested in bidding on the state flag that was brought back from the National meeting, when they replaced the flags and flag pole. Members will be able to bid on the flag thru the end of tonight. The money will go into the scholarship fund in the winner’s name.
NEW BUSINESS:
INDUCATION OF NEW MEMBERS:
The association inducted 8 new members into the association. Members inducted were: Ruth Beck, Kevin Vaith,

PROPOSED BUDGET:
A proposed budget for the 2005 fiscal year was handed out. Steve S. and Kim M. answered any questions members may have on the proposed budget. John K. moved to approve the proposed budget for 2005. Jen Jacobsen 2nd . motion passed.
DUES FOR 2005:
Members were reminded that they could pay their 2005 SDCAA dues tonight. The dues will stay the same as last year. SDCAA will be $85 and SDCAA plus SDCEA will be $90. National dues will come out of that and are $50.
SD 4-H LEADERS (LEADERS FORUM REQUEST)
Bill Keck reported that the 2005 4-H Leaders forum will be held in Rapid City. He reported that the 4-H and FCS associations both have donated $1000 each to the SD 4-H Leader to help them put on this forum. Would SDCAA be interested in donating to the SD 4-H Leaders to help them, also? Discussion was held on the associations that we have helped and the associations that have helped us in the past. Bill K. moved that we donate $500 to the SD 4-H Leaders Association to help with the Forum that will be held in Rapid City in 2005. Justin Keyser 2nd. Motion passed with one member opposed.
MICHIGAN NACAA REQUEST:
Steve S. reported that Michigan had contacted him to see if we would be interested in supporting them when they held the National meeting in 2007. Dale Curtis moved that we work with North Dakota to host a break at the 2007 NACAA. John K. 2nd. Discussion was held on how far are we going to go out away from our state to assist other states that are putting on a National meeting. The question was brought up on were they supported us when we held the National meeting in the 1970’s. Members thought that North Dakota should be contacted to see if they are thinking of doing anything and if they would be interested in partnering. Motion passed.
ELECTIONS OF OFFICERS:
Dave Vander Vliet reported that the committee had found the following members for the office of Vice President: Lanette Butler,
Bob Fanning moved to accept Lanette as Vice President. Clint 2nd motion passed.
Dave reported that Kim said she would fill the position of Secretary/ Treasurer for another term if no candidates were found. Tracey Renalt moved that nominations ease. Mel Kloster 2nd. Chuck L. moved to accept Kim as Secretary/Treasurer. Paul Johnson 2nd.
District Directors for the NE and West districts need to be elected and those districts should meet immediately following the end of this meeting to elect their new directors.
Directors for the South and North Central are: South – John Keimig, NC- Dave Vander Vliet.
COMMITTEE REPORTS:
Scholarship Committee:
Chuck L. reported that he has the scholarship monies updates as close as we can get them. Chuck commented that the delegates at the National meeting should request that we get a yearly update on what we have given and what we have given towards the scholarship at Nationals on one sheet. It appears that some of our members have monies put into their scholarship fund from National.
Natural Resources:
Bill K. encouraged members to look at the awards and programs edition of the county agents magazine to see what can be submitted for awards to the Natural Resources committee.
Teaching & Communications:
Don G. announced the winners for the communications awards and handed out the certificates and plaques.
4-H Rodeo:
Mike Huber reported that the 4-H Finals committee and the Rodeo lay board will be meeting in Pierre, Saturday October 30, 2004
Director’s Advisory Committee:
Steve S. reported that the communications committee met with Dr. Warmann. One issue that was discussed at length was who is responsible for some of these gray areas there still are in the system. The role of FEU boards, and extension boards included assistance with program planning and needs assessment. The director would like to see the group meet twice a year.
SD Stockgrowers:
Maurice L. reported that 3 big issues that the stockgrowers are looking as include: BSE, National ID programs and COOL.
SD Association of County Commissioners:
Maurice L. reported that he was asked to visit with the commissioners in the western region when they had their regional meeting about the West Nile Virus.
SD Pork Producers:
Steve S. reported that the scholarship applications came out in the last edition of the Porkline magazine. Also see attachment D
Bill Keck reported that the Black Hills Stock show now has four scholarships that the Ag committee has put together for students interested in attending one of the schools in SD.
Weed & Pest:
Members were reminded that the grant applications for the Weed and Pest Commission grant is due November 19th. Grant applications were sent to the weed supervisors and the extension educators. Mark Rosenberg reminded members of the criteria for the grants.
Tracey R. encouraged everyone able to attend the Dean interviews and to provide input. The dates for the interviews will be coming out shortly.
Ruth Beck reported that the SD No-Till conference will be held in Pierre, February 14th and 15th.
Mike Huber presented President Steve Sutera with a plaque for serving as president for the past year.
Seeing no further business president Steve S. passed the gavel to the incoming president Don G.
